An insightful and compelling article by former Director of the Defense Innovation Unit (DIU), Michael A. Brown. Here are a few thoughts I had after reading… In recent decades, the resilience and capability of our industrial base to support defense logistics and supply chain requirements have significantly diminished. This decline is particularly evident, as Mr. Brown pointed out, in the production of critical long-range missile systems which are reliant on a network of parts suppliers, including a number from China. This similar adversarial nation dependency extends beyond missile systems to encompass essential Information Technology (IT) infrastructure components, such as Satellite Communications (SATCOM), radios, networking solutions, satellite technologies, and end-user devices. The inherent risks associated with this sort of supply chain dependency have been starkly highlighted by recent global events, drawing parallels with the early stages of the COVID-19 pandemic. During this period, the sudden surge in demand for hand sanitizers led to significant delays and disruptions in supply chains, ultimately resulting in a reliance on products from dubious sources. These “home brew” solutions, many of which have subsequently been identified by the FDA as containing harmful contaminants and chemicals, underscore the critical importance of supply chain resilience. The FDA’s list of banned hand sanitizers, which includes 663 entries, serves as a cautionary tale for defense logistics and supply chain management. The situation raises crucial questions regarding the resilience of our defense weapons and IT systems’ supply chains. While some logistics experts posit that wartime demand might spur the development of manufacturing capabilities among non-traditional entities, as witnessed during the world wars, others argue that the complexity and stringent quality requirements of modern defense products present significant challenges to that. These challenges may not only impede rapid adaptation and scaling but could also result in heightened failure rates and increased maintenance and sustainment complexities. This juxtaposition of views invites a broader discussion among professionals in logistics, product support, readiness management, and supply chain risk management (SCRM). As we navigate these uncertainties, the exchange of insights and strategies to bolster our defense supply chain’s resilience becomes paramount. How can we leverage historical precedents to inform contemporary strategy? What measures can be implemented to mitigate reliance on adversarial suppliers and enhance domestic manufacturing capabilities? The Defense Innovation Board recently conducted a meeting and published a report on Innovation with our Partners and Allies. In the realm of international defense industrial cooperation, there is a pressing need for a more strategic and proactive approach that emphasizes speed and scale in achieving common goals. This requires a shift from traditional bureaucratic mindsets of secrecy towards a more open and collaborative model that empowers allies and partners. The disparities in innovation ecosystems among nations pose challenges to close cooperation, highlighting the importance of breaking down barriers and fostering a culture of sharing and enabling each other. Furthermore, the Department of Defense (DoD) should focus on justifying the lack of interoperability and exportability of systems with allies and partners. Congress' recommendations emphasize the importance of enhancing exportability to strengthen defense relationships. Initiatives like the Act in Support of Ammunition Production aim to boost munitions manufacturing, while the European Defense Industrial Strategy outlines a path for integrated defense efforts in Europe. The defense industry faces constraints in producing critical components due to shortages and reliance on specific suppliers. Diversifying the supplier base and investing in new production methods, including collaboration with allied nations, is crucial for overcoming these challenges. Additionally, leveraging capabilities like remote consultations and mentoring can support rapid capability development projects, fostering innovation and knowledge exchange. Despite efforts to embrace allies and partners, the DoD still grapples with outdated approaches to technology security and export controls. The rapid pace of technological advancements underscores the need for more collaborative efforts with global partners. Overcoming regulatory barriers, streamlining processes, and modernizing communication channels are essential steps toward effective integration and preparedness for future conflicts. The DoD must evolve its strategies to adapt to the changing landscape of defense cooperation. By prioritizing collaboration, breaking down barriers, and embracing innovation, the department can strengthen alliances, enhance capabilities, and ensure readiness in an increasingly interconnected world.
