I hate to say this in the wake of a disaster but the situation in #WNC exemplifies this issue. The infrastructure simply was not designed for such contingencies because "that will never happen." Private companies plan for normal conditions, not extreme events. We see the same thing with wildfires. Governments have the responsibility to ask "what if" and prepare for the worst. #SmartPlanning means recognizing the worst will likely get worse and planning -- and investing -- accordingly.
