Good news update for Louisiana! The Senate voted this week to retain the tax incentive program for film and TV production while reducing its annual cap from $150M to $125M. Tax incentives just California dreaming? California's remodeled film and television tax credit program promised to send shockwaves through the entertainment industry. As reported by Bloomberg Tax last year, this program offers significant tax incentives designed to lure productions away from Georgia, a long-time filmmaking hub. But is it working? I've heard from a lot of Angelos that the industry has not been bouncing back as hoped after the strike. Other than Amazon's Fallout series relocating to California to benefit from these new tax breaks, any other major production making the move? Cut! Not exactly how Clint Eastwood finishes a scene - "That's enough of that" - (do yourself a favor and google Tom Hank's Clint Eastwood impression), but that is what Louisiana is doing with film credits. With all the noise about increasing film credits and the competition to attract filming to this locale over the next, the state of Louisiana is zigging while others zag. Why? Well, seems they have taken a sober look at the ROI, always a good idea to take a sober look at ROI, and decided it is not worth it. The first state to offer credits is now the first to propose eliminating them. The bickering over the numbers and multiplier effects have already started, but what is interesting is the tiny headline, and tiny digital noise created by this versus the massive headlines and massive digital noise over spending money on film credits. Pols love to offer tax credits for film as the drafting effects of the headlines, of the social media posts of beautiful famous people meandering through the local areas create tremendous awareness for them and this helps re-election campaigns. Ultimately, this is how a functioning industry should work, push and pull, zigging and zagging. For all of those that have been spreading fear about any state that has current legislation regarding film tax incentives, I beg you to remember how bills work, they change from day to day and nothing is OFFICIAL until the Governor signs it.
