Last month, the members of the trilateral security partnership AUKUS – Australia, the UK, and the US – invited Japan to collaborate with them on the development of future defence technologies. The US discussed with its AUKUS partners the possibility of inviting Japan to collaborate on 2 March. If the collaboration proceeds, Japan would be the first country invited to work in the AUKUS framework since it was launched in September 2021. “Japan is interested in the possibility of technical cooperation in the field of advanced capabilities, and so will continue to strengthen cooperation with Australia, the US and the UK,” said Japan’s embassy in Australia. The collaboration with Japan would be limited to a specific project on developing defence technologies under AUKUS’s Pillar 2, which focuses on developing advanced warfighting capabilities. Patrick Triglavcanin, senior research assistant at the Council on Geostrategy in London told #CTO that technology transfer “would probably be the only way that Japan cooperates through AUKUS.” However, US officials have expressed reluctance in inviting countries for short-term collaborations with AUKUS due to Australia’s concerns over complicating and delaying the process of technology development and sharing. Each day we are reminded of saying one thing and doing another has had consequences that have speeded up the decline in the perception of American power in the Pacific. We lack leadership and guidance to even get a plan together to change that... much less energize the whole of government approach that is required and never happened. A very good read... This topic falls into the category of being careful about what you wish for. Five Eyes has been around since shortly after WWII. Over the years, I have come to the conclusion that in international cooperation, in many cases, less is more. Even as early as the 1980s, an MIT detailed study indicated that the US provided 90% of the resources that went into the "Five Eyes" and a similar amount of intelligence output. Since then, has that increased or decreased, given the budgets and capabilities of the other members? Japan does not have unlimited resources, so perhaps we should focus less on joining a global club, and more on producing intelligence that is directly related to what our priorities are and sharing it with those countries who also hold those immediate priorities. Perhaps a contrarian view. But there are a lot of ways to meet the critical objectives of deterring those countries who wish us harm. And that is what matters most to me.
