For those in Portland, Oregon, this is a really important point to raise to City Council at next week's hearing. I have learned that there may be a move to pull the set-aside for housing affordability in the TIF districts. Thanks to Habitat for Humanity Portland Region for making it easy to figure out how to sign up. Q. What is the decision at City Council? A. City Council is voting on whether or not to create three new tax-increment-financing "TIF" districts/urban renewal areas. Q. What is TIF or an urban renewal area? A. The City of Portland draws an area on a map and forecasts the increase in property values over time. This is called an urban renewal area. The City of Portland then uses the forecast to generate a pool of money to use upfront and over many years to make investments and pay for Prosper Portland staff to adminster the TIF disrict/urban renewal area. The City can use the money for a variety of purposes (e.g., beautification effforts, building enhancements and upgrades, affordable housing). It's especially important that the City find a balanced approach to investing in the urban renewal area/TIF district. Q. Why do we need to commit to affordable housing strategies in the TIF/urban renewal area? A: City Council can be tempted to invest in ways that only increase the property values (sometimes referred to as gentrification). This leads to higher rents and rent hikes, property tax hikes based upon new assessments, and higher mortgage prices (for new home purchases). Soon, the area becomes more and more out of reach for the many (sometimes referred to as displacement). Renters are priced out...evicted... Seniors on fixed incomes are foreclosed on because, although they may have paid their home, the taxes are too much for them to afford. First time homebuyers have to look elsewhere because there aren't homes available. TIF districts without boosting housing affordability and availability are extremely dangerous, diminish our city's livability, and subsidize the lifestyles of a few.
This Wednesday, City Council will vote on whether the three new TIF Districts in East Portland will prioritize affordable housing, with a special focus on affordable homeownership. Achieving true equity, opportunity, and stability in our community requires dedicated funds for homeownership. Show your support for affordable housing and homeownership!
