“So why should we care?” “This sounds expensive.” “This isn’t for us.” Over the last three years advocating on Capitol Hill, we’ve had some terrible meetings. Not every meeting will be a success. We’ve left meetings and felt like we bombed it. Remember, it only takes one “yes” to start a movement. Nothing happens overnight. You may hear 1,000 “no’s” before the “yes”. Keep going. After each failed meeting, re-play the conversation and figure out where it went off track. Course correct and try again. Change is never easy. On April 28th, 1944, 750 US soldiers perish while practicing for the D-Day invasion of Normandy during Exercise Tiger at Slapton Sands, England. U-boats preyed on sluggish landing ships, and support between the Army and Navy proved spotty. The tragedy highlighted many issues that needed fixing before the invasion could occur. But even the final plan is far from perfect. Indeed, constant practice and small-unit tactics eventually penetrated Hitler’s Atlantic Wall long after the original plan was abandoned out of necessity. As General Eisenhower, Supreme Chief Allied Expeditionary Force, was fond of saying, “In preparing for battle, I have always found that plans are useless, but planning is indispensable.” As we potentially head toward correction territory in most major market indices (including bonds!), it is a great opportunity to “battle test” your own plans. If markets continue their downward trend, are you prepared financially and mentally? Use what so far is a moderate correction to stress test your portfolio. What will it look like in a stock market that is down twice as much? Three times? What will you see if interest rates rise more than they already have? How prepared are you for 3% inflation? If you aren’t ready for what your portfolio might look like, then it's time to act. Adjust your tactics and fine-tune your strategy. Don’t ditch a good plan; be ready for what comes next. It’s always preferable to be the predator than the prey.

During WW1, Germany embarked on a groundbreaking and ethically contentious endeavor: the use of biological warfare. This type of warfare, executed on a scale and with a level of sophistication previously unseen, was embodied in Germany's broader military strategy. The core objective of Germany's biowarfare program was to severely impair the logistical support and supply chains of the Allied forces, thus weakening their overall war efforts. To achieve this, the German military, under the directive of the General Staff, employed a variety of pathogenic agents such as Glanders, caused by the Gram-negative bacterium Burkholderia mallei, - a contagious and zoonotic disease primarily affecting including horses, donkeys, and mules. Preparing for the last war. One of many failures of nations throughout time. Heck, as we correctly turn to prepare for war with China and Russia, and pivot from CT and COIN, this, if past is prologue, only assures we will eventually be ill prepared for COIN and CT, and depending on time, which we don’t control, perhaps ill prepared for all of the above. I wonder, as I read this article, how does this article help assess, for example, the internicine conflict in the USMC regarding FD 2030, and any debate that, as I see it, is attendant to the ever changing character of warfare, efforts to account for it, and those who are anchored to established notions. All I have personally concluded is that the Marine Corps needs to change, and is generally on a good path. However, not with everything. I further conclude that the US Navy needs to defy time, space, and physics to change across warfighting functions, warfare areas, and culture. U.S. Army Corps of Engineers (USACE), Jacksonville District Survey Boat Captain Kent Cardwell discusses USACE post-Milton condition surveys and why they are critical to re-opening our nation's ports after a storm. USACE is authorized to maintain federal channels. Following a storm, we conduct post-storm condition surveys to ensure channels did not sustain storm impacts, such as shoaling or objects in the channel causing navigational obstruction. Post-storm surveys are not a solo effort. #USACE conducts them in collaboration with the local port authority, National Oceanic and Atmospheric Administration, and contractors.
