I walked to the School of Architecture everyday in Athens; and walked past these tenements. They were always full of life, with shops on the ground floor and deep balconies and overhangs. It is interesting that such a model of development is so organic and fluid, but works wonderfully for its citizens. This is the best kind of affordable housing. Greeks created their own funding system called antiparochi, in which developers saved themselves the cost of buying land by giving landowners a share of the constructed units when they were completed. “The best translation of the term is probably ‘flats for land,’ or as some people say, ‘quid pro quo,’” says Panos Dragonas, an architect and professor at Greece’s University of Patras. “The system saw landowners hand over their property, and in return get, say, two to five apartments back in the completed building to live in, or rent or sell. It was a bottom-up system of housing development not created by any law change by the government, though the state did offer motives for construction by granting tax breaks. To keep costs down, developers adopted a modernist construction model — the Le Corbusier-developed Dom-Ino system, in which reinforced concrete pillars freed a building of the need for load-bearing interior walls. In Athens, this permitted the creation of a sort of modernist tenement. Industrial in construction, it was still aligned to a traditional street in densely packed urban neighborhoods, with differing building heights and lengths giving a haphazard, un-regimented impression.
The business model of these flats is fascinating: flats for land. Landowners didn't get cash, they got a number of flats to live in or rent out from the developer in exchange for the land. I don't think the Property Council of Australia would approve. But then the Government Architect NSW might not either as SEPP 65 design guidelines definitely were not used in these somewhat random but now sought-after inner-city apartments! Newark Approves Scaled Back Summit Tower Skyscraper By Chris Fry The skyline of the Brick City continues to evolve at a pace not seen in generations and the latest development slated for a prominent block of Downtown has been given the full green light. The approved tower is slated to rise at 200-206 Market Street, properties that are currently home to older structures that have sat vacant for at least two decades. Jersey Digs broke the news about the project last October after Newark’s Landmark & Historic Preservation Commission signed off on the application. The properties are located within the Four Corner Historic District, which is listed on both state and federal designations. The approvals from the historic commission last year came with a catch, as the board wished to slightly downsize the proposed 46-story development to be shorter than the National Newark building. 514 residential units are included in the approved plan, down a bit from the initially proposed 579. 20 percent of the units will be reserved for affordable housing, and the development will include 142 parking spaces in a garage for future residents. Denver-based Revesco Properties partnered with Davis Partnership Architects to submit plans to the city of Denver on February 2 to convert a 16-story office building at 475 17th St. into about 210 affordable and market-rate apartments. The building was designed in 1973 and is currently 57% vacant. No leases will be ended early because of the possible conversion. Looking at the makeup of the proposed conversion, two-thirds of the apartments will be for people earning 80% of the area median income or below. One-third will be market-rate apartments. There will be studios, one-bedroom, two-bedroom and three-bedroom units. There is no parking onsite.
