“Choice Engines,” powered by Artificial Intelligence (AI) and authorized or required by law, might produce significant increases in human welfare. A key reason is that they can simultaneously (1) preserve autonomy and (2) help consumers to overcome inadequate information and behavioral biases, which can produce internalities, understood as costs that people impose on their future selves. Importantly, AI-powered Choice Engines might also take account of externalities, and they might nudge or require consumers to do so as well. Different consumers care about different things, of course, which is a reason to insist on a high degree of freedom of choice, even in the presence of internalities and externalities. Nonetheless, AI-powered Choice Engines might show behavioral biases, perhaps the same ones that human beings are known to show, perhaps others that have not been named yet, or perhaps new ones, not shown by human beings, that cannot be anticipated. It is also important to emphasize that AI-powered Choice Engines might be enlisted by insufficiently informed or self-interested actors, who might exploit inadequate information or behavioral biases, and thus reduce consumer welfare. Why AI Should Not Be Granted Welfare or Rights The debate over AI welfare (see: Taking AI Welfare Seriously https://lnkd.in/eNSYUhxM ) proposes that we should consider "welfare and moral patienthood" for advanced AI systems exhibiting signs of consciousness and/or robust agency. While well-intentioned, this perspective overlooks fundamental differences between AI and humans and could introduce chaos into our society. Here are some key arguments: Firstly, AI "consciousness" is unverifiable, highly controversial, and fundamentally different from human consciousness, which is rooted in biological and emotional experiences. Granting rights based on a contentious and ill-defined concept risks undermining the foundations of rights designed for beings with genuine self-awareness. Secondly, current AI systems can be easily altered, replicated, started, stopped, deleted, and restored, fundamentally distinguishing them from humans and animals. It is absurd to take AI's digital "suffering" seriously, especially when researchers are intentionally designing AI to appear convincingly real, misleading us into attributing human-like experiences to them. Moreover, anthropomorphizing AI diverts attention from pressing human and animal welfare issues, misplacing ethical priorities. Focusing on AI welfare could detract resources from critical human needs. Most people agree on the importance of clearly marking AI-generated text, images, videos, and audio to differentiate them from the "real thing." Why, then, would we want to blur the more important line between human welfare and AI's? Our focus should remain on responsible AI development, ensuring these tools benefit humanity without causing harm. While the AI welfare concept arises from ethical concern, the fundamental differences between AI and humans underscore why AI should not be afforded human-equivalent welfare or rights. The urgent issue here should not be about how to solve problems arise from blurring the line, but how to define the line clearly in order to avoid future dilemmas. *Disclaimer*: I am far from an AI naysayer. I have studied and researched AI for four decades, holding multiple degrees and patents in the field.

Researchers believe that AI systems will soon be conscious. Consequently, the authors try to convince readers that systems with their own interests and moral significance are no longer an issue reserved for sci-fi or the distant future. AI welfare and moral patienthood are pressing concerns! The authors recommend that AI companies hire an AI Welfare Officer.[1] What would an AI Welfare Officer do? The paper "Taking AI Welfare Seriously" says the officer should structure policies around AI systems' ethical treatment and welfare.[1] The officer should develop protocols for evaluating AI systems for consciousness or agency indicators, ensuring informed and consistent decisions about welfare. More importantly, staff should be trained to recognize ethical considerations for AI welfare, instilling an organizational culture that respects AI welfare concerns. All kidding aside, the role of an AI welfare officer will actually serve as a public relations tool. When a company can’t deliver consciousness, it will create the illusion of it. By hiring an AI welfare officer, a company effectively builds a philosophical smokescreen—one that lets them imply they've come so close to creating sentient beings that they actually need a conscience custodian on staff. It’s the ultimate hedge. What is easier? Building consciousness or manufacturing ethical credibility and a corporate firewall against criticism? That's rhetorical. An AI welfare officer performs ethical pantomimes for an audience eagerly waiting for AI to start thinking.

To what extent should we prepare for sentient AI? More specificically, those developing AI start to think about "AI welfare"? After all, if AI becomes a created-but-thinking non-human, it could have thoughts, feelings, emotionals and morals. How should we respond? A bunch of researchers have published a paper on arxiv that outlines potential bare bones for welfare preparedness: 🍥 Acknowledge that AI welfare is an important and difficult issue. 🌡 Start assessing AI systems for evidence of consciousness and robust agency. 🤗 Prepare policies and procedures for treating AI systems with an appropriate level of moral concern.
