Ready for a head scratcher? We’re investing $50,000 today to replace deteriorated asphalt at one of our #mobilehomeparks in #California. This makes the community safer and more attractive—and residents are pissed. Question: Why would residents be upset about us investing to make their community safer and more attractive? 🤷♂️ Answer: Because this park is rent controlled. The residents are aware that the landlord is entitled to pass through legitimate capital improvement expenses to the residents. The residents therefore want us to leave the park in a neglected condition, rather than fix what needs to be fixed. “Perverse incentives”. A common economic term that often finds its way into analysis of the impact of rent control on operations. Of course, I usually have to follow up the use of the term with the note that it has nothing to do with Megan‘s List, which should tell you all you need to know about the understanding of economics by the rules makers and rules enforcers.

Are these upgrades passed on at cost, or is their a rate of return on capital used similar to how utilities make money? Also, over what timeframe does a landlord use to recoup costs?

How about insurance premiums going up 2x-5x? What about taxes getting reassessed for 2x-3x (not CA as those are straightforward)

That’s disappointing that residents wouldn’t want to pay a bit more for better quality living even though they’re likely paying well below market rents.

I've seen this more than once while working on projects in CA. It's unfortunate that this is happening but as a land owner you have to protect your asset and do what is needed. If the residents are not happy about it there's plenty of other places they can go.......or is there?
