This requires some careful reading to follow the acronyms and missions, but the gist is that DoD has some very focused people working on assessing future needs in capabilities and technologies and finding new ways to use the amazing industrial base of our nation to meet those needs. As a business owner, your takeaway is that there may be opportunities for you if you meet some of the needs identified. Study the critical sectors they have identified and, as always, discuss with your local APEX Accelerator if you'd like a sounding board on how to participate in these efforts.
This is such a detailed description of two programs working within DoD to encourage the technology and industrial capabilities needed for today's global competitions that I felt it was best to attach it here rather than try to summarize it. The recently published National Defense Industrial Strategy Implementation Plan (NDIS-IP) addresses six cross-cutting initiatives to enable DoD to achieve a more resilient defense industrial ecosystem and buy-down risks. This week we highlight Implementation Initiative #5: New Capabilities Using Flexible Pathways. As global threats and technologies evolve, the Department must take proactive steps to safeguard the nation. This implementation initiative aims to highlight and encourage the use of existing acquisition authorities that rapidly deliver integrated capabilities to the warfighter while balancing efficiency, maintainability, customization, and standardization in defense platforms and support systems. Rapid adoption of critical capabilities ensures that the military is equipped with the latest technologies to counteract and deter adversaries. “The Department will continue to deliver cutting edge technologies to the warfighter by utilizing the right acquisition pathway for each program,” said Deputy Assistant Secretary of Defense for Industrial Base Resilience Carla Zeppieri. “The ability to tailor acquisition processes and use rapid development and fielding authorities offers the flexibility we need to respond, scale, and deliver to the Joint Force.” These adaptive strategies allow DoD to tailor acquisition processes to the specific needs of each capability, ensuring that solutions are delivered faster, more efficiently, and with greater relevance to current operational demands—ultimately to enhance national security, improve readiness, and enable greater agility. Three lines of effort directly support this initiative: Replicator, Rapid Defense Experimentation Reserve (RDER), and Flexible Acquisition Pathways. U.S. DoD has released its National Defense Industrial Strategy Implementation Plan (NDIS-IP) for FY2025. "The NDIS-IP lays out the Department's priorities for executing the NDIS in FY 2025 and how the Department of Defense (DoD) will work with industry, the interagency, and our allies and partners to mitigate risk to national security and capitalize on emerging opportunities. The NDIS-IP focuses on actions to advance the four strategic priorities identified in the NDIS: institutionalizing supply chain resilience, developing the workforce of the future, maximizing flexibility in acquisition, and bolstering economic deterrence." NDIS-IP lays out 6 Implementation Initiatives for FY2025 and goes into much detail to describe the timeframe and "Outcome Metrics" to be used for each initiative.
