Do CITB hubs work? What do we think? Creating apprenticeships is one thing, but the supporting framework needs to be there: – More people encouraged into the industry at one end. – Employers encouraged to take on apprentices at the other. Three words..... Pipeline. Pipeline. Pipeline. Where is it coming from?! One solution: major infrastructure customers create local skills pipelines years before a spade goes in the ground at OBC stage. Funded through seed funding and the consolidation of local skills budgets. The levy and the construction bit is only a small part of a much longer timeline. Too much pressure is put on the construction phase when we need to zoom out to 10 and even 20 year timelines in partnership with local providers who are there longer..... customers need to pre mobilise collaborative environments that feed the eventual employment outcomes in construction.

CITB are unbelievable, I think this sort of thing is a great initiative, but when you pair it with removing Grandfather rights and changing Labourer cards from 5 years to 2 years, I can only see it as another money making spin for them.
