New South Wales is divided into 128 local government areas. Every local government area has a council. These councils are governed by elected representatives called councillors. Every council also has a mayor, who leads the council. Councils make a range of decisions and rules that apply in their local government area, such as planning decisions, and deliver a range of community services and facilities. Local government areas may also be divided into wards. For example, Blacktown City Council is divided into five wards. If a local government area is divided into wards, an equal number of councillors are elected for each ward, by the voters enrolled in that ward. Voters in some councils elect their mayor. In other councils, the mayor is elected by the councillors. Every jurisdiction has their particular dynamics. That said, in my experience, any large subdivision whose governing body hasn't expanded in decades inherently can perform day-to-day constituent services as effectively as possible. Congratulations! You got yourself elected to city council. Take a moment, pop some champagne, then get to implementing that agenda. Now, prior to the election, you were aware the city had a twenty year municipal vision and a strategic plan, so on Day 1, you ask to see a progress report. How's the city doing against its goals? Are we actually implementing the vision? This is the tricky part. There's probably an assessment, put together by the planning department, but it's been scrubbed, polished, and made to shine by the time the city releases the report to the public. As a result, you're struggling to determine just how well the city is performing in achieving its goals. So, wouldn't it make more sense to have an outside party - whether an ombudsman, NGO, or private firm - carry out that assessment? And shouldn't benchmarks be built into the initial strategic plan from the outset? Everyone, from your constituents to investors, would benefit from the clarity and the forthrightness.

Yesterday, Philadelphia City Council kicked off hearings on the proposed 76ers arena. Hearings continue today. Watch live at phlcouncil.com/watch City Council has an obligation to ask tough questions, advocate for necessary changes, and make sure the arena – if it moves forward – does more good than harm. I can not deny that my working-class, Black and brown constituents would benefit immensely from family-sustaining jobs and lucrative contracting opportunities created by 76 Place, provided we have a stronger and enforceable Equal Opportunity Plan. But I also represent a large constituency that rightly sees Chinatown, the Gayborhood, and Washington Square West as irreplaceable havens for vulnerable communities in Philadelphia – including my constituents. If we allow this arena to move forward without doing much, much more to protect impacted communities, I worry we will be on the wrong side of history. Given SEPTA’s impending “death spiral”, the 76ers should cover any additional costs the transit authority incurs due to the construction and operation of the arena. We need a more detailed Equal Opportunity Plan with stronger remedies for noncompliance. And impacted communities like Chinatown deserve a genuine community benefits agreement with a robust anti-displacement plan. These issues should be addressed before Council votes on the arena proposal.
