1moThe City communicating opportunities to bid and companies becoming more aware and bidding is the key. No matter what policies you adopt, the City cannot *make* people bid, it’s on them. The opportunity to work is available to everyone who responds and is qualified. All businesses that want to stay in business should be looking for opportunities and certainly everyone should meet the same financial and skill related requirements. I’d be interested in finding out who inspired this study and what motivated it.
