The Annie E. Casey Foundation's latest report, Engag­ing and Sup­port­ing Kin­ship Care­givers, shares findings around the meth­ods and time frames in which child welfare agen­cies involve rel­a­tives in case planning. For instance, near­ly all (42) states require fam­i­ly team meet­ings at some point dur­ing child wel­fare involve­ment. These meet­ings — which include case­work­ers, rel­a­tives and close fam­i­ly friends — help cre­ate plans to sup­port fam­i­lies and keep chil­dren safe. It makes sense to make decisions with those who have the child's best interests at heart. As my colleague Todd Lloyd said best, “Rel­a­tives often have a deep­er under­stand­ing of a fam­i­ly’s strengths and chal­lenges." We are excited to share that the Maternal and Child Health Stillbirth Prevention Act (SPA) was passed last week and is now awaiting signature from the President! Since its inception, the AFE Foundation has supported this endeavor and connected community members who experienced stillbirth to share their stories with their local legislators.  According to the CDC, approximately 21,000 babies are born still every year in the United States. That is about 58 babies every day. Women who experience a stillbirth are also more likely to die after delivery and depression is significantly more common than in women whose babies are born alive. Title V of the Social Security Act supports state efforts to provide health and welfare services for mothers and children. This bill clarifies that states can use Title V funding for evidence-based programs and activities and outcome research to reduce the incidence of stillbirth by adding “stillbirth” and “stillbirth prevention” to Title V of the Social Security Act.   We will continue to support the efforts of the SHINE for Autumn Act, which aims to prevent stillbirth through enhanced data collection, research, education, and awareness. #Stillbirth #Congress #PreventStillbirth

The NJ OAG is finally cracking down on the racist, sexist and ableist policy of forcing drug tests on pregnant patients. However, there are complicated reasons why hospitals test pregnant patients during prenatal care and before delivery. Two federal laws, namely the Child Abuse Prevention and Treatment Act and the Comprehensive Addiciton Recovery Act, predicate state CPS improvement grants on compliance with certain requirements. These requirements include state laws or policies that require plans of safe care for substance affected infants. However, these policies don’t distinguish between infants affected by legal, responsible use of medications and disordered use of unprescribed substances. As a result, many pregnant patients, just hours after delivery, are unnecessarily subjected to harsh interrogation by judgemental caseworkers who threaten parents into compliance with their humiliating investigations.

Last week, Sweden once again demonstrates its progressive family policies by introducing a groundbreaking initiative: grandparents can now receive parental leave benefits while caring for their grandchildren. Limited to a maximum of three months within the child's first year, this move underscores Sweden's pioneering role in family welfare. Since 1974, Sweden has led the way with paid parental leave for fathers and now extends its support to include grandparents. Parents can receive up to 480 days of parental leave per child, with the option to reduce work hours until the child turns eight. Could this model find resonance in Germany? Data from the German Institute for Economic Research and the Federal Institute for Population Research indicates that one-third of children under ten in Germany are regularly cared for by their grandparents. For us, these are the good news of the week, highlighting how family-friendly policies can enhance lives.
