A hallmark of the Naval Postgraduate School (NPS) Department of Defense Management (DDM) is its unilateral focus on the naval and defense applications of business management and public policy education and research. In this new piece, two NPS faculty members, Dr. Geraldo Ferrer and Harrison Schramm, are joined by retired Rear Adm. Larry Jackson of National Defense University, in an exploration of the complexities of offensive logistics, and their implications to U.S. strategies. “Overt attacks on supply chains or logistics have been par for the course for quite a while,” the authors note in this new commentary via RealClearDefense. Proud of this piece I wrote with Grant Bryan at U.S. Naval Institute - in the Fat Leonard crisis, failures of character and culture perverted an ultimately necessary system of delegated authorities. The Navy policy response - centralizing authority to disempower potential bad actors - was mistaken in its attempt to solve moral failure via process. Since the policy changes, Sailors from Admiral to Airman notice the WESTPAC logistics ecosystem's structural inefficiencies and limited responsiveness. The solution to these structural issues - traditional autonomy and engagement with the local commercial maritime community - remain both administratively out of reach and underdeveloped for when they'll be ultimately needed. We must re-empower our sailors - giving them the authorities and flexibility to solve issues forward. Sailors know they and the local maritime community have the tools & competence necessary to rapidly solve myriad readiness challenges. The inability to do so stymies the development of critical professional skill, relationships, and local infrastructure. These solutions remaining out of reach also encourage a dangerous sense of misguided nostalgia for the GDMA era - making it seem GDMA and its uniformed cult were the root of flexibility and responsiveness actually due to the opportunities provided by the authorities they abused and undermined. #Navy #Maritime #Supply #Logistics #Leadership #Military #WESTPAC #China #Culture #FatLeonard #Character #Contracting
