Wow. My cup is full thanks to the more than 200 partners, colleagues, friends who came together on Wednesday for NAAHL's annual Policy & Practice conference! I'll be reflecting on the conversations and connections made that day as we gear up for what is bound to be a busy 2025, but for now some of my high-level take-aways are: POLICY - We need all-the-above AND we need to be very focused on a few key wins when there are opportunities - and there is a clear one in front of us in the near future with a reconciliation tax package. NAAHL and our partners will be highly focused on urging Congress to boost affordable housing supply for renters and homeowners in the tax package through key Affordable Housing Credit Improvement Act provisions and the Neighborhood Homes Investment Act. PRACTICE - Let's think critically about how we can continue to streamline our programs and reduce barriers to development because there will be appetite to do so in a more de-regulatory climate. NAAHL is eager to hear from our practitioners ways we can optimize our housing programs as we prepare to engage the next administration. And while we will actively advocate to protect key programs, we are anticipating shrinking federal resources, so state and local work is going to be more important than ever. We need to find innovative ways to finance more production and preservation of affordable housing. PARTNERSHIPS - The key to success will remain bipartisanship and cross-sector collaboration. There will be policy disagreements and no doubt tough debates - but we heard from a lot of our speakers the desire to put down negative politics and get to work on effective policy. We saw that there is still camaraderie across the aisle and that housing has emerged as a nonpartisan priority for urban, rural, suburban, and Tribal communities alike. And NAAHL really was made for this moment and our partnerships will be more important and impactful than ever. Lastly, we agreed that while we are still in a time of great uncertainty and on the brink of the next chapter in American politics, we are confident in our shared mission to advance more affordable housing opportunities and with it economic mobility. Thank you again to the NAAHL family and friends - we look forward to our work together in 2025 and beyond!

📢 Big Promises, Familiar Targets: Rachel Reeves' First Speech as Chancellor 📢 Today, Rachel Reeves delivered her first speech as Chancellor, setting ambitious goals to "get Britain building." But are these targets truly new? 🛠️ Housebuilding Targets: The headline announcement was a goal of 1.5 million new homes in England over the next five years. Sounds impressive, right? But wait a minute... This is essentially the same target we had decades ago, just rebadged. Back then, it was 300,000 homes per year, and now it's simply repackaged as 1.5 million over five years. Is this really a fresh start, or just old news in a new wrapper? 🏡 Other Policy Changes: 1. Loosening of planning rules to encourage new homes. 2. National planning policy framework reform to deliver infrastructure. 3. Reviewing greenbelt boundaries to prioritise brownfield and "grey belt" land for housebuilding. Reeves emphasised that "Growth is now our national mission," and criticised the past 14 years of Conservative governance as chaotic and economically irresponsible. With Prime Minister Keir Starmer and other key figures meeting leaders and setting new agendas, the Labour government is certainly making bold claims. As a business owner; I’m slightly freaking 🤯out what the budget means for business. Not only could this impact my own business, but it could ripple through my clients’ businesses too. Today is D-Day, and as a business owner, commercial surveyor, and mum juggling work and life, this budget is really hitting home. Chancellor Rachel Reeves’ first budget has had us all on edge, with capital gains tax under the microscope for months and plenty of talk around possible hikes. There’s an anxiety that comes with knowing how many mouths are relying on what we build here, and it’s a huge weight on my shoulders & I am sure other businesses to ensure organic growth that can weather any storms ahead. 🚨 New report recommends a fairer share for cash-strapped councils. There are 48 recommendations addressing rate capping, grants, cost shifting, core services and the financial sustainability of local councils. This follows a lengthy inquiry into local government funding and services by the Legislative Council Economy and Infrastructure Committee. Extensive research and widespread consultation was undertaken, with MPs hearing directly from 35 of Victoria’s 79 local councils and travelling to Camperdown, Bendigo, Traralgon, Broadmeadows, Frankston and Cobblebank. Rapleys experts react to the Chancellor's Budget Mat Shenton, Partner and Head of New Homes at Rapleys said: "Despite our experts hoping for stamp duty cuts and first time buyers' support, and a review of support for Affordable Housing, these were all sadly missing in action from the budget. The only mention of housing other than supporting investment via CGT cuts, was the reemphasis on brownfield development in the PMQs beforehand. Although funding has been promised to 'unlock' brownfield sites, there is no information about how this will work and it is concerning that this is the only housing announcement to stimulate delivery when we are grossly behind on targets for all types of housing across the UK."
