It was an important week for us as the California Coastal Commission considered and approved the County of Marin's short term rental regulations. In west Marin, community life and visitor access are inseparable. We wanted to keep the benefits of STR while limiting the likelihood that full-time commercial STR would continue to eat into scare housing stock. Where did we land? Cap STRs at around their current level, phase them out of more affordable housing types, and - most importantly - allow only one STR per operator. Our team thought this strategy would meet our goals in an effective way and happily the Commission did too! There was a lot of interest in having no limits on "hosted" STRs. We didn't go that route because of the enforcement challenge. This is a strategy that can work for renting of someone's primary/main residence, but it just doesn't fit in a place like coastal Marin with its very high share of vacation properties. We'll keep assessing whether treating hosted STRs differently than unhosted can be useful or effective for us. Final thought, the landscape of STR and housing in general is a rapidly changing one. I firmly believe in tracking the outcome of policy moves and revisiting if needed. That's all the more important for something like this issue and why we'll be doing an assessment 2 years after the new regulations are in place.
