Reflections on Resource Adequacy: My humble journey with Resource Adequacy (RA) began with Load Generation Balance (LGB) in 1978, each Regional Electricity Board (REB) was tasked with producing detailed, coloured land escape LGB reports —yellow for the ER. LGB reports mapped monthly peaks, energy demand, and resource availability, factoring in planned outages, maintenance, water resources, and auxiliary consumption and fuel constraints to project surpluses and deficits for every state. For a young engineer, this experience underscored the complexities of balancing diverse energy sources, laying a foundation for RA as a key aspect of system operations. The Eastern Region’s dependency on thermal power created challenges during off-peak hours, with frequency touching 52 Hz in the 1990s. LGB calculations were extended to include lean periods in thermal-heavy grids. This practical exposure revealed RA’s importance early on, a concept that would grow more complex with time. By 1994, debates on Bulk power tariffs escalated under the Regional and National Task Forces (RTF/NTF). The ECC’s report, backed by ADB and the World Bank, highlighted the seasonal value of resource availability, even for thermal plants, concepts like Seasonal Basic Availability Credit (BAC) emerged but the yearly targets prevailed. The IEGC 2023 marks a key milestone in RA. As renewable energy (RE) grows, the RA conversation has gained urgency and complexity worldwide. Recent discussions have revisited traditional metrics like Loss of Load Probability (LOLP), Loss of Load Expectation (LOLE), and Loss of Load Hours (LOLH), transitioning towards more dynamic measures like Effective Load Carrying Capability (ELCC) and capacity credit, insights into a system’s ability to meet demand reliably during stressed period amid RE variability and intermittency. The CEA’s recent RA discussion paper reviews these evolving metrics, analysing solar, non-solar, wind, and “stressed” hours, as well as the top 5% and 10% of peak duration. For system operators, RA calculations are more than theoretical; they represent daily challenges of maintaining grid stability amid fluctuating supply and demand, encompassing both conventional and renewable and transmission limitations. The IEEE’s insights underscore that load participation fundamentally changes RA. Effective RA assessment calls for chronologically modelled operations over extended periods to reveal patterns in capacity shortfalls, essential for establishing transparent, reliable, economically sound criteria. No single metric captures the complete picture; RA demands the expertise of skilled modellers, planners, and system operators to balance complexity with manageable risk. As there is nothing called “perfect capacity”—only the availability of energy precisely when needed, translating effectively into capacity. #CEA #RE #RA #LOLP #LOLE #LOLH #ELCC #India 🇮🇳 🙏
