Port Recovery Update 7.10.24 Noon The PCT held a call this morning for port recovery efforts: 1. All ports are open with restrictions (MSIB with restrictions described attached). 2. The Army Corps is processing surveys from yesterday and conducting additional surveys today and tomorrow. Draft limitations will be re-evaluated as surveys are reviewed. 3. Nighttime transits for Galveston, Texas City, and Houston will be tested tonight. 4. VTS remains at limited capabilities due to extensive damage to sensors at Lynchburg and Morgan's Point. Traffic will be limited to ensure safe traffic patterns. 5. Facilities still need to submit their checklist or complete the checklist. a. The main issue is missing Box 4. Soundings. Per USCG, the facility can use any method the facility feels comfortable with, but there must be some method used and explained in the comments. If you only list the draft of the dock without the method of measuring the current draft, the form will be rejected. USCG may or may not require official hydro surveys based on the response. b. What if you are an offshore mariner who can't go home to be with their family after a devastating storm? First, talk with your supervisor to ensure they are aware of the devastation you are experiencing at home. A good supervisor should factor in empathy when planning your watch schedules and duties. Communicate if you need more rest or other needs. Second, be more intentional in scheduling time to talk/facetime with your family daily. Coordinate this with your onboard supervisor as well to ensure you get the time you need. Third, schedule time to talk with someone who specializes in dealing with these sorts of challenges. As a Maritime Chaplain, I've walked through some of these challenging scenarios and would love to talk through it with you before you feel overwhelmed.

While the reopening of the port is a positive development, we must not forget the importance of robust infrastructure maintenance and the need for continuous investment in safety measures to prevent such events in the future. 📌 𝗝𝗕𝗙 𝗣𝗘𝗥𝗦𝗣𝗘𝗖𝗧𝗜𝗩𝗘 - 𝗜𝗻𝘀𝗶𝗴𝗵𝘁𝘀 𝗳𝗿𝗼𝗺 Hugo Perez, PMP Past experiences with similar large-scale recovery operations often show that initial estimates can be overly optimistic, leading to delays and extended timelines. This time, however, authorities managed to come close to the end of May estimated date. The successful restoration of full access to the port within a bit over two months highlights the effectiveness of the coordinated efforts of the U.S. Army Corps of Engineers, the U.S. Navy Supervisor of Salvage and Diving, and the multitude of federal, state, and local agencies. Clearing 50,000 tons of debris is no small feat, and the dedication of over 1,500 responders and 500 specialists made it an impressive operation. The estimated cost of $1.7 to $1.9 billion to rebuild the Key Bridge is staggering, and the projected completion date of fall 2028 means that the region will have to adapt to the absence of this critical infrastructure for several years. Here's a brief description and please stay tuned for further details (including the date and time) ... Special Weapons and Tactics (SWAT) teams are deservedly known for not only being highly trained and specially equipped but also adaptable and resourceful during extremely dynamic situations. However, when a structure fire occurs during a critical incident, it adds a layer of complexity most SWAT teams are ill-prepared for, consequently leading to operational delays that make mission success that much more difficult to achieve. To counter such circumstances, this presentation will describe what extraordinary resources fire service personnel, apparatus, and equipment can be within tactical environments and how they can be safely and efficiently utilized to mitigate a variety of unconventional challenges.
