While the Pareto efficiency criterion sets a stringent standard by requiring that no individual is made worse off, the Kaldor-Hicks criterion adopts a more flexible approach, allowing for potential gainers to hypothetically compensate the losers. Thesis: Given the inherent trade-offs and real-world complexities involved in public policy decisions, a proposed change in public policy is more likely to meet the Kaldor-Hicks criterion than the Pareto efficiency criterion. These individuals are the backbone of our waste management systems, contributing immensely to keeping our communities clean and green. Viksit Bharat needs to recognise them and stand for their rights, because they are the silent guardians of our environment and have Basic fundamental Rights.🌱 𝐔𝐧𝐭𝐚𝐩𝐩𝐞𝐝 𝐏𝐨𝐭𝐞𝐧𝐭𝐢𝐚𝐥: 𝐒𝐞𝐜𝐮𝐫𝐢𝐧𝐠 𝐥𝐢𝐯𝐞𝐥𝐢𝐡𝐨𝐨𝐝𝐬 𝐝𝐞𝐩𝐞𝐧𝐝𝐚𝐧𝐭 𝐨𝐧 ‘𝐖𝐚𝐬𝐭𝐞’ The urgent need is a waste picker welfare law recognizing their profession and safeguarding their rights. Such a law should include provisions for identification cards, subsidised gear, and the creation of a nodal body for their welfare. Establishing waste picker member-based organizations (MBOs) and their inclusion in social welfare schemes are crucial steps. 𝐊𝐞𝐲 𝐂𝐨𝐦𝐩𝐨𝐧𝐞𝐧𝐭𝐬 𝐈 𝐬𝐮𝐠𝐠𝐞𝐬𝐭 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐩𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐋𝐚𝐰: 🔹Identification Cards: Acknowledging waste pickers' right to access, collect, and sell waste. 🔹Subsidised Gear: Providing essential protective equipment through a public distribution system. 🔹Nodal Body: Establishing a department of labour-supported body for waste picker rights and welfare. 🔹Waste Picker MBOs: Encouraging collective agency through organizations like Hasiru Dala, SWaCH, and SEWA 🔹Inclusion in Social Welfare Schemes: Ensuring waste pickers benefit from government initiatives. 🔹Cooperative Bank: Creating a bank for marginalised workers, offering subsidised credit facilities. 🔹Bid Exemption: Removing the bidding requirement for waste picker MBOs in solid waste management contracts. #RecognizeWastePickers #WasteToWealth
