That type of cloud is called a "thunderstorm collar” These low, horizontal, trumpet-shaped clouds are quite rare. A thunderstorm collar may form near an incoming cold front. If a downward flow of air from an incoming storm causes warm, moist air to rise, it cools below the dew point and forms a cloud.
