Child care is often referred to as "the workforce behind the workforce" because it plays a crucial role in children's healthy development and serves as essential support for caregivers and families. Yet, despite its importance to both families and society, the work of child care providers is consistently undervalued. Despite recent federal investments aimed at stabilizing the child care sector, all families are not able to access and afford the child care they need. What can be done: Child care must be transformed into a system that supports families and providers, without forcing providers to sacrifice their own well-being. In June 2024, nine months after the child care stabilization funds expired, eleven states and the District of Columbia implemented "stopgap funding" to fill the gaps in child care funding after federal funds ran out. "Stopgap funding" refers to state or district-level funds used for stabilization purposes, often in the form of direct grants to child care providers. Figure 1 illustrates the level of state stabilization based on spending per child under the age of 5, the age group most likely to benefit from the funding. Think about it like a family road trip. Someone gives you money to help pay for gas, which is necessary. Then you find out the roads aren't paved. We need to lower costs for families, support the high costs of raising children, and "pave the roads" aka make sure families can find child care that meets their families' unique needs. We need to build out the supply of child care so that families have real choices and children have the support they need to be safe, loved and learning by a whole community. The cost of raising kids now exceeds housing expenses, with child care surpassing rent by 25% in all states and doubling in eight states and DC.
