TRUST BUT VERIFY: These are the notes of a meeting between Peter Walsh (leader of the National Party in Victoria) and Uncle Col Williams, Interim CEO of Wamba Wamba Aboriginal Land Council. At the time, I was facilitating Wamba Wamba's response to the ACCC initial Terms of Reference for an inquiry into trading in water rights in the Murray Darling Basin water markets. The issue that Uncle Col raised, and which I fully support, is the persistent rumours of trading by the families of politicians and other politically exposed persons (particularly AFL executives) in water rights, using insider information. When the Keating Government separated water ownership from land ownership as part of deregulation in the early 1980s and 1990s, they never updated the parliamentary disclosure form, which captures politicians' potential conflicts of interest. The form captures "Land titles" owned by politicians, but not "Water Rights". Then the Water Act was brought in during the War on Terror in 2007, overriding Australians' exclusive constitutional rights to water in Section 100 of the Australian Constitution. It was done without a referendum, using a piece of old High Court case law, heavily promoted by Tasmanian fascist Liberal politician Eric Abetz (the Franklin Dams decision). But the disclosure records for trading in our water rights were never maintained, which means there is no record we can turn to, to give our nation comfort that politically exposed persons weren't engaged in a massive conspiracy to overturn freedom and democracy in Australia, on behalf of a group of ultra wealthy fascist families, with profiteering by politically powerful PEPs, including senior executives in the Australian Football League. The Howard Government kept all this secret from American voters. It is a terrible conflict of interest in the role John Howard played in encouraging young Americans to go to war in Iraq, to fight for freedom, given Howard's (at the very least), opportunism, to use the loss of thousands of young American lives as a distraction, whilst he attacked our freedom, here in Australia. John Howard treated those young American soldiers as his slaves. So today, the National Party, and the Liberal Party and the Labor Party and the Greens, who were all bribed and voted unanimously in favour of the 2007 Water Act, all say "oh no, we never used the sabotage of Australia's democratic checks and balances so that our families and friends and powerful political supporters in the AFL could profiteer from stripping the assets of Australian dairy farming families whilst blocking Aboriginal tribes from exercising their economic, cultural and environmental rights to water following the Mabo and Wik decisions of the High Court of Australia."
