The Military Awards System is corrupted and overwhelmingly favors officers. Can someone explain what is going on here. As you can see in the main picture, as a BGen this officer does not have the Combat Action Ribbon (CAR). Then top right as a 3 star, he doesn't have the CAR either. Then bottom as a 4 star, he has the CAR....how did this happen? The CAR is for Colonels and below "who have actively participated in ground or surface combat." The ribbon is awarded to members of the Navy and Marine Corps with a rank no higher than captain and colonel, respectively. So how does a 4 star end up with the CAR all of a sudden? Did you know that the US has aggressor squadrons in the United States Air Force, US Navy, and United States Marine Corps? These pilots simulate tactics used by other countries during exercises.
