Sector Focus - Defence: What Fulcrum IT Strategy Means for Warfighters and the Future of Defence What can we learn from the US Department of Defence's new IT strategy. "The Department of Defense’s new Fulcrum IT Strategy marks a pivotal shift in modernising its technological approach, prioritising user experience and interoperability for enhanced warfighter support." “Success is defined by the user experience — ensuring that decisions are made with the warfighter in mind.” This strategy exemplifies a forward-thinking approach, focusing on agility and the strategic use of emerging technology. Broadly, the Fulcrum strategy is structured around four lines of effort that the document states represent “a strategic shift that embraces technology as a mission enabler.” They include: LOE 1: Provide Joint Warfighting IT capabilities to expand strategic dominance of U.S. Forces and mission partners. LOE 2: Modernise information networks and compute to rapidly meet mission and business needs. LOE 3: Optimise IT governance to gain efficiencies in capability delivery and enable cost savings. LOE 4: Cultivate a premier digital workforce ready to deploy emerging technology to the warfighter. 123.EXPERT’S TAKE: Clearly the Fulcrum strategy could easily provide a framework for any organisation. Sales and/or marketing are warfighters to some extent, in the battle for market dominance. Interesting article on Forbes on the US DoD challenge around accelerating R&D into capability that can be deployed to the warfighter. Highlights the disconnect between agencies such as DARPA with a technology push model, yet end warfighter capability is delivered through traditional acquisiton agencies. This challenge is not new or unique to Defence. For me we need a new model of rapid technology maturation with intimate involvement from end users from the get go taking a leaf out of the world of DevSecOps in software. #r&d #innovation https://lnkd.in/ex5FjuMR

The Pentagon's pursuit of a continuous Authority to Operate (cATO) model marks a significant shift in how the Department approaches software development and security. By adopting a more agile and risk-based approach, the DoD aims to accelerate software delivery while maintaining robust security posture. While challenges such as cultural change, technical implementation, and policy alignment remain, successful adoption of cATO could revolutionize how the military develops and deploys critical systems, ultimately enhancing mission effectiveness and national security. #dodmodernization #cato #devsecops #softwaredevelopment #nationalsecurity

By focusing on a few key factors, DoD can achieve an acquisition culture that drives creative, flexible, iterative, and responsive approaches-- right now! This month, the Center for a New American Security (CNAS), published their 2024 Integration for Innovation Report from the CNAS Defense Technology Task Force, which identified seven key integrated factors required to achieve a prolific acquisition culture, at both speed and scale. The factors include things like Defined Problem Statements, Iterative Flexible Processes, Acquisition Tradecraft, and Consistent Funding, among others. SDA is proud to be recognized as a success story under several of these factors. The report says, “the Space Development Agency has demonstrated the benefits of acquisition tradecraft using Broad Area Announcements and OTs to build a diverse array of suppliers to develop a disruptive, proliferated space architecture. These examples of creative acquisition approaches…underscore how acquisition tradecraft enables better outcomes.” To learn more about how SDA remains a constructive disruptor and capitalizes on our unique business model to achieve a proliferated architecture rather than an individual capability, read the report summary or download the full report here: https://lnkd.in/gF2cVgjx #sempercitius #marketplace #acquisitiontradecraft #industry #defense

These same thoughts are reflected in the recently released FY25 National Defense Authorization Act. Creating greater interconnectivity with the private sector, particularly identifying and leveraging dual use capabilities. Defense oriented #VentureCapital and #PrivateEquity firms have been investing in these capabilities for years. It's time for the acquisition process to catch up to the speed of conflict.
