InMail messages allows you to directly message another LinkedIn member that you're not connected to. You can send an InMail message to a LinkedIn member from the introduction section on their profile or by sending a new message. InMail messages can have up to 200 characters in the subject line and up to 2000 characters in the body.
Notes:

If you have a Basic (free) account, you must upgrade to a Premium account to use InMail.

You can’t message a member if they’ve chosen not to receive InMail messages in their message preferences settings.

You may be able to send a follow-up or second InMail message to a LinkedIn member, even if they have not yet accepted or responded to your first message.
Important to know
Please note that the ability to send a follow-up or second InMail message is currently available only to Premium subscribers.

If a member has the Open Profile Premium feature enabled, you can message them for free.
To send an InMail message:

Navigate to the profile of the member you’d like to send an InMail message to.
- You can also search for a member and send a new InMail message from the messaging page or conversation windows.

Click Message in the introduction section.

Type the subject in the Subject (optional) text box in the New message pop-up window.

Type the message in the text box.

Click Send.

Navigate to the profile of the LinkedIn member you’d like to send an InMail message to.
- You can also search for a member and send a new InMail message.

Tap Message in the introduction section.

Type the subject in the Subject field (optional).

Type the message in the text box.

Tap Send.

It’s not possible to purchase additional InMail message credits outside of the monthly allotment.

Premium InMail message credits can't be used to send InMail messages on Sales Navigator or LinkedIn Recruiter.
