About us

The Partnership for Health System Sustainability and Resilience (PHSSR) is a not-for-profit and non-promotional collaboration between businesses, academic, non-governmental, life sciences and healthcare organisations aimed at studying and helping to build health systems that are both sustainable and resilient to crises in the face of long-term stresses. We support this goal by providing tools and resources for research, a focal point for collaboration and knowledge exchange within and between countries, and a platform to disseminate and catalyse the adoption of breakthrough insights. The PHSSR and its partners seek to work with local academics, governments, policymakers and other stakeholders to: 1. Build knowledge and understanding of the dimensions and the relationship between health system sustainability and resilience, so that these concepts can be understood in different country contexts, enabling identification of strengths, weaknesses, opportunities, and threats. 2. Guide action by generating independent evidence-informed solutions and policy recommendations to improve sustainability and resilience, promoting their uptake, and supporting pilot implementations. 3. Facilitate cross-border and cross-sectoral collaboration to accelerate improvement and strengthening of healthcare systems by enabling international knowledge exchange and collaboration with health system stakeholders.

  • 📢 The Egypt #PHSSR report is available online now!     This comprehensive report, which will be presented during the Global Congress on Population Health and Development (Global PHDC) in Cairo in October, highlights the key strengths and weaknesses of Egypt's health system and provides evidence-informed solutions and policy recommendations to strengthen it.    Key recommendations include: 🏛 Building on existing political support and the focus on healthcare outlined in Egypt Vision 2030 ☂️ Leveraging the new Universal Health Insurance system to provide universal coverage 🤝 Fully utilising Egypt’s strong partnerships with international health organisations 🌍 Strengthening environment and health policies 📱 Accelerating digitisation and sharing data analytics   “Leading the work on the PHSSR Egypt Report was a true privilege and honour,” commented lead researcher Hesham Dinana. “The great collaborative efforts of the research team, the subject matter experts, academia, business and government officials underpin why we believe Egypt can develop a sustainable and resilient healthcare system.”    This work is the culmination of a partnership between PHSSR and researchers from The American University in Cairo, American University of Beirut, and University of Hertfordshire: Hesham Dinana, Basma Saleh, Eman Mohamed, Fatma M.   • 🗾 Policymakers and #PHSSR representatives gathered at the Embassy of the Netherlands in Tokyo in October, to examine Japan’s health system in light of PHSSR research and the Philips Future Health Index 2024 report.    It was an honour to be joined at the event by Gilles Beschoor Plug, Ambassador of the Kingdom of the Netherlands to Japan; Roy Jakobs, CEO of Philips; Yasuhiro Suzuki, President of the International University of Health and Welfare; PHSSR researchers Hiroaki Miyata, Professor at Keio University and Ryoji Noritake, Chair of the Health and Global Policy Institute; and Jasper Westerink, CEO of Philips Japan.     Discussions highlighted key challenges facing the country’s health system, such as the declining birthrate and workforce shortages, and ways to speed up the transformation needed to better serve its ageing population – for example through digital innovation.    A huge thank you to the event participants and organisers, and to all who worked hard to generate these valuable insights about Japan’s health system!    #Sustainability #Resilience #Health #Partnerships

  • It’s been one year since the publication of the #PHSSR EU Expert Advisory Group’s report, ‘A stitch in time: Early intervention to tackle Europe’s NCD crisis’, and it’s encouraging to see how the new EU health priorities echo its recommendations. 🩺 One such recommendation is to create action plans that address non-communicable diseases (#NCDs) with a high and preventable burden, such as cardiovascular diseases, considering common risk factors across these conditions. ❤️ In alignment with this, the EU has recently released a historic cardiovascular health plan focused specifically on prevention, early detection, treatment and rehabilitation. 🔍 The lives lost, soaring costs, and declining productivity caused by NCDs represent one of the biggest collective socioeconomic challenges to EU countries over the coming years, and PHSSR is committed to continuing its research and providing actionable recommendations for governments to meet this challenge head-on. Stay tuned for 2025, when PHSSR’s NCD Policy Roadmaps are set to launch. This new chapter of research involves several EU countries, and will provide evidence-based, country-specific recommendations on how mature health systems can take action. #Sustainability #Resilience #Health #Partnerships

  • At the European Health Summit in Brussels earlier this month, #PHSSR hosted ‘Shaping resilient health systems: Pathways to sustainable healthcare finance in Europe’ – a stimulating panel discussion bringing together leading policymakers, business leaders and healthcare experts from across Europe. European health systems face systemic challenges, and financial sustainability is a central pillar in ensuring they remain strong and resilient, fostering a climate of innovation and economic growth. The panel discussion explored ways this can be achieved as the new EU political cycle begins, including: 🩺 Scaling up funding for preventative healthcare, prioritising diagnosis at earlier stages so people are kept healthy and out of hospitals for longer. ⬆️ Implementing innovative financing models to sustainably drive investment that yields positive health outcomes over the long term. 🤝 Leveraging public-private partnerships to action and scale solutions efficiently. This event followed the recent expansion of the EU PHSSR Expert Advisory Group to include new leading experts in health and health financing policy.   • Last month Esther Pei Wei Chua, report co-author and Consultant at Angsana Health, presented the #PHSSR Malaysia report during the British Malaysian Chamber of Commerce (BMCC) ESG Horizons Conference in Kuala Lumpur.    Malaysia’s health system has proven remarkably resilient over the past few years, and with the country predicted to transition from middle-income to high-income status in the next decade it is imperative this system is further strengthened to serve the population in the long-term.    During the Conference, which was attended by representatives from the Ministry Of Health, Malaysia (KKM), policymakers and other healthcare stakeholders, Esther Pei Wei Chua presented timely evidence-based policy recommendations to act upon, including:      🤝 Financing support to civil society and non-governmental organisations to promote healthy lifestyles and deliver community care.    👨⚕️ Developing the workforce by using technology to mobilise volunteers and social workers.    📱 Leverage the full potential of data and technology in healthcare delivery and decision-making.    📈 Integrating disease burden projections into health budgeting and planning to prepare for future shocks and challenges.    These recommendations complement the aspirations outlined in the Ministry of Health’s 2023 Health White Paper, to move towards a more equitable, sustainable, and resilient health system.    Such transformation in complex health systems like Malaysia’s requires cross-sector, multi-stakeholder efforts, and PHSSR is proud to play a part in helping advance the nation’s sustainability agenda.   • 🌏 Last week, expert speakers came together to the launch the #PHSSR Pacific Islands report at an event co-hosted by The University of Auckland’s Te Poutoko Ora a Kiwa (Centre for Pacific and Global Health), and the Center for Asia-Pacific Resilience and Innovation (CAPRI) for Asia Pacific Resilience & Innovation (CAPRI), PHSSR’s Asia-Pacific hub.    During the opening keynote, Malcolm Turnbull, chair of CAPRI International Advisory Council and former Australian Prime Minister, called the report “a testament to the power of partnership between local governments, NGOs, international organizations, and the private sector.”     Syaru Shirley Lin, founder and chair of CAPRI and PHSSR Steering Committee member, highlighted the connections among health, environmental, and economic resilience, commenting that “no region understands these connections better than the Pacific Island countries.”    An expert panel discussion followed, facilitated by Sir Colin Tukuitonga, Director, Te Poutoko Ora a Kiwa, CAPRI Senior Fellow and lead author of the PHSSR Pacific Islands report, and involved Hon. Dr. Siale Akauola, Minister of Health, Tonga, Dr. Basil Leodoro, Chief Surgeon, Vanuatu, and Emi Chutaro, Executive Director of the Pacific Island Health Officers Association, Honolulu.    🧑⚕️ The discussions highlighted the strengths and weaknesses across Pacific Islands health systems, alongside the different challenges and opportunities to improve environmental sustainability, health system governance, and population health throughout the region.     Key recommendations to drive health system transformation shared included:     🌱 Developing policy responses to address the health impacts of the climate crisis and secure environmental sustainability.    🥼 Increasing investments in healthcare workforce education and training.    📊 Enhancing data collection and reporting to guide evidence-based decision-making.    🏥 Exploring and evaluating alternative healthcare financing models, such as social insurance.    💡 Final insights came from Dr. Eileen Natuzzi, MD, MPH, MD, MPH, Health Diplomacy Affiliate at Georgetown University, and Sir Ashley Bloomfield KNZM CMInstD, former Director-General of Health for New Zealand and Chair of Te Poutoko Ora A Kiwa, provided the closing remarks.    🤝 This informative and engaging event was a valuable opportunity to connect with healthcare policymakers and researchers and share important learnings from across the region.
