About us
The Participatory Budgeting Project (PBP) is a nonprofit organization that empowers people to decide together how to spend public money, primarily in the US and Canada. We create and support participatory budgeting processes that deepen democracy, build stronger communities, and make public budgets more equitable and effective. Building on decades of experience around the world, we understand participatory budgeting (PB) as a democratic process in which local people directly decide how to spend part of a public budget. We approach our work in three main ways: WE BUILD REAL POWER OVER REAL MONEY We develop processes that let people make real decisions, moving beyond consultation. We facilitate grassroots democratic decision-making over: - The design of the budgeting process - What proposals go on the ballot - What gets funded WE TRANSFORM DEMOCRACY We work to rebuild the relationship between government and the people. We change how government works and how people can engage in democracy, by crafting processes that: - Build individuals’ skills and knowledge, to develop new community leaders - Bring neighbors together across divides, to build stronger communities - Connect residents, experts, and officials, to make better decisions together WE ADDRESS INEQUALITY We recognize that many people face obstacles to participating in government, and we work to ensure that everyone has an equal voice, regardless of age, race, financial resources, or other issues. To level the playing field of participation and make public budgets work for everyone, we: - Prioritize engaging underrepresented groups, such as youth, people of color, and low-income people - Partner with local organizations that are already engaging marginalized communities - Provide people with the tools to make fair and equitable spending decisions

🚨 Community Call to Action: Show Up for #Seattle's $27.25 Million Participatory Budgeting Projects! 🚨 The City Council's final public hearing on Seattle’s budget is coming up on November 12th at 5 PM, and it’s our chance to show up and advocate like we did for the EDI funds! After years of work, Seattle’s participatory budgeting projects are on the line with $27.25 million in proposed funding. These community-driven projects, developed from grassroots input, include: Community-Operated Restrooms – $7.2M Mental Health Crisis Response – $2M Native-Focused Community Center for Youth – $7.2M Urban Farming & Food Equity – $7M Enhanced Housing Navigation Services – $2M Youth & Young Adult Emergency Shelter Capital Fund – $1.85M City Council has three choices: fully fund, deny, or amend these projects. Let’s make it clear that we want these investments fully funded and implemented as planned. DBE's newest case study has landed! 🎊 How do we advocate for shared power and inclusive #democracy? Should we dream big with #participatorybudgeting or start small and grow it? The Democracy Beyond Elections Coalition is excited to share our newest case study with you about local advocates’ inspiring efforts to win PB in Cleveland, OH. Please read and share widely! American Rescue Plan Act awardee People's Budget Cleveland launched a historic PB ballot initiative in 2023. The initiative directed the city to put aside funds equivalent to 2% of the City of Cleveland’s General Fund annually towards participatory budgeting. The hard fought campaign built on their previous advocacy efforts to ask the city government to allocate $30.8 million of American Rescue Plan Act (“ARPA”) funds towards PB. A big shout out to the authors Petula Hanley (DBE), Philippa Rizopoulos (Partners for Dignity & Rights (formerly NESRI)), and Jeremy Payne (Catalyst California) for creating this amazing movement resource!
