PTDO Assistant Secretary of Defense for Critical Technologies at United States Department of Defense
December 20th, 2024, marked the conclusion of my tenure as PTDO Assistant Secretary of Defense for Critical Technologies. I am profoundly grateful to our esteemed Principal Directors, Dr. Bryan Dorland , Mr. Logan Harr, Dr. Robert Mantz, Christopher Palmer, PhD, Dr. Frank Peterkin, Kimberly Sablon, PhD, Dr. Meggan Schoenberg, PMP, Dr. Dev Shenoy, Dr. Forrest Shull, Dr. James Weber and our partners across the Department of Defense, with whom I have had the honor of collaborating as we discovered and delivered new capabilities to our warfighters. It has been the honor of a lifetime to have served in the Biden-Harris Administration. It also has been a privilege to serve alongside this remarkable uniformed team, that included my 3 outstanding Military Assistants, Fernando Cruz, Thomas Eisenstatt and Tiffany Rivera under the exemplary leadership of trailblazers such as General CQ Brown, Jr. One of the most exhilarating aspects of my role has been the exploration of the frontiers of technological possibilities, both present and future. As many of you know, I am a lifelong enthusiast of science fiction and comic books. These art forms have always fueled my imagination, and the passion they inspired led me to pursue a career in engineering. Today, I reflect on a career spanning 40 years across national laboratories, Silicon Valley, think tanks, and two presidential administrations—all of which have provided me with a unique perspective on technology development and innovation. I have dedicated decades to realizing new technologies that bolster America’s economic and national security, through collaboration across the public and private sectors. I will continue this vital work from my home in the San Francisco Bay Area. In the new year, I eagerly anticipate the opportunity to connect with those who seek to bring innovative and enduring technology solutions to our armed forces. Today, I extend my heartfelt thanks to the community of engineers, industrial and academic leaders, Department civilians, Soldiers, Sailors, Marines, Airmen, Guardians, and Coast Guardsmen who have made my time in government an incredibly rewarding experience.

On behalf of the 27 countries at Defense MoU Attachés Group (DMAG) our Chair Sander Oude Hengel and Vice Chair Einar Gustafson proudly presented the inaugural “Annual Award for Outstanding Achievement in International Defense-Industrial Cooperation” to the Foreign Comparative Test (FCT) program at OUSD(R&E). The DMAG recognizes the exceptional contributions and unwavering dedication of the FCT program to foster collaborative efforts in armaments cooperation between the United States of America and the “qualifying countries” with an RDP MoU. Since 1980 the FCT program has been successful in driving defense-industrial cooperation between the U.S. and its allies and partners. The Program aims to identify, assess, and field world-class products with high Technology Readiness Levels, satisfying essential defense needs effectively and affordably. It facilitates the testing and assessment of mature foreign-developed technology to determine procurement alternatives for current and emerging requirements. DoD is directing service acquisition executives to update Modular Open Systems Approach (MOSA) guidance to reflect recent changes mandated by Congress. MOSA is an acquisition and design strategy, consisting of technical architectures, that adopts open standards and supports a modular, loosely coupled, and highly cohesive system structure. MOSA is key to quickly integrating advanced warfighting capabilities. The DoD guidance is outlined in a Dec. 17 memo requiring the services to identify and report out on MOSA activities that are shared, under development or being transitioned. The services are also expected to publish implementation guidance mandated in 2019. The Office of the Under Secretary of Defense for Research and Engineering, (OUSD (R&E)) has been at the forefront of numerous keystone programs implemented by Under Secretary Shyu. Today OUSD R&E highlights the Bio Industrial Manufacturing Initiative. This $1B initiative is focused on creating biofuel, bio-based solvents, lubricants, bio-based energetics materials, bio-food, etc. This will bolster and secure our supply chain and develop a brand-new dual-use market and create new jobs. 7 Phase 1 awards have been announced out of an anticipated over 30 awards. The Systems Engineering Research Center (SERC) in coordination with OUSD(R&E) and Systems Engineering & Architecture (SE&A) completed more than 25 projects and initiatives in 2024 to advance the field of systems engineering (SE). As a DoD University Affiliated Research Center (UARC), the SERC includes 26 top universities whose researchers focus on DoD strategic goals and challenges to improve the practice of SE and deliver advanced capability to the warfighter. Approximately 300 faculty and graduate student researchers from the member universities collaborated on SERC’s research projects and initiatives in 2024. The efforts focused on digital engineering, digital data strategy, test and evaluation, artificial intelligence, and more. Major efforts included: · Co-organizing the fifth annual AI4SE and SE4AI Research and Application Workshop with the Army DEVCOM Armaments Center · Conducting the 16th annual SERC Research Review, including presentations on research projects such as mission engineering for the Space Force and cybersecurity for an offshore wind farm · Providing expertise to the Air Force on digital materiel management to ensure critical processes employ digital methods across the life cycle for warfighting, installation, and mission support capabilities · Continuing a range of activity on human capital development to enhance the current and future DoD workforce with initiatives—including the Defense Civilian Training Corps pilot program and the Capstone Marketplace. The Office of the Under Secretary of Defense for Research and Engineering, (OUSD (R&E)) has awarded five small and non-traditional businesses contracts that will help them more quickly move into production to help warfighters. The awards are through the Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program, one of numerous innovative programs implemented by Under Secretary Shyu. APFIT is part of OUSD(R&E)’s multi-pronged approach to moving technology out of the development cycle faster to ensure warfighters have what they need to combat current and emerging threats. "With the backing of APFIT, these companies have an opportunity to push their innovations over the finish line," said Under Secretary of Defense for Research and Engineering Heidi Shyu. "We look forward to supporting additional projects important to warfighters as more funding is appropriated." The HON Aprille Ericsson, Ph.D. gave a keynote speech at the Annual Defense Manufacturing Conference in Austin, Texas. During the conference, Dr. Ericsson had the opportunity to watch demonstrations in the exhibit hall conducted by the FIRST Robotics teams from across the U.S. “The DMC had ample opportunities for collaboration and networking among current and future leaders within defense manufacturing,” said Ericsson. “I was incredibly impressed with the dedication and talent the FIRST Robotics teams displayed in the exhibit hall. Hands-on education is truly vital, and I am proud to support these initiatives as well as our DoD STEM programs."

Today the OUSD R&E highlight's the SMART Scholarship program. · Our SMART Scholarship program has brought in 1400 STEM students into the DoD from FY21 – FY23. 1/3 are women, 1/3 are minorities. · 64,000 junior high students in our STEM camps last yr. We are building a pipeline of STEM camp students into SMART scholarships. ·Our 9 Manufacturing Innovation Institutes, which are public-private partnerships also provide manufacturing education to train students. From FY20 – FY23: we trained over 321,000 students from additive manufacturing, robotics, flexible electronics, regenerative medicine, functional fabrics & textiles. · VICEROY (Virtual Institute for Cyber & E&M Spectrum Research & Employ) is a cyber-spectrum talent pipeline initiative: enrolled 986 students across 44 academic institutions. · VICEROY MAVEN is an 8-week internship program for AFRL, ARL, NIWC & educates 50 CS, engineering & cybersecurity undergrads/yr.
