About us
Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

Yesterday, the OHCS Executive Team spent time volunteering at the Oregon Food Bank. In just one day, the food bank provided over 11 thousand meals to folks who need it most. Oregon is making exciting progress toward building a sustainable shelter system! For the past few months, a workgroup of diverse partners from across the state came together to examine services on the ground and reflect on lessons learned to define and implement a coherent, effective, and sustainable structure that will support the existing system over the long term. We want to extend our gratitude to Governor Tina Kotek and State Representative Pam Marsh for convening this group and leading our efforts. We are confident that meaningful changes will emerge from this process that will have a lasting impact on our communities.

OHCS has granted its first Planning, Infrastructure, and Economic Revitalization (PIER) awards totaling more than $1.7 million to help boost small businesses in Jackson County, which was one of the areas hardest hit by the 2020 Labor Day Disasters. Over $1.2 million will go to the Illinois Valley Community Development Organization, and the Southern Oregon University Small Business Development Center will receive $500,000. “The PIER funding is just the start of the $42 million OHCS will be sending to local communities to help their continued recovery from the devastating and long-lasting effects of the 2020 fires,” said Shannon Marheine, director of Disaster Recovery and Resilience at OHCS. Recently, we announced enhancements to our Flex Lending program, offering low-interest-rate loans and down payment assistance for qualifying Oregonians looking to buy a home. Lower-income residents now have two loan products to help with a home purchase: FirstHome, which offers competitive rates to first-time homebuyers, and NextStep, which has an enhanced qualifying process and does not require you to be a first-time homebuyer.
