About us
Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

Last month, Oregon Health Authority released their housing benefits component of the Medicaid 1115 Waiver, which provides housing benefits for eligible OHP recipients. Benefits can include rental assistance or climate control devices such as AC units. With housing being a stressor that can have severe impacts on health and wellness, benefits like these are crucial to the wellbeing of Oregonians. Recently, our staff visited Brian and Shawn, of Madras, pictured here, who got a new home through our Manufactured Home Replacement Program and shared how much it has changed their lives. Previously, their home was inaccessible, with spaces too narrow for Brian to move around in his wheelchair and posing serious safety concerns. The new home not only features wider interior spaces for him to move with ease in his wheelchair, but it also features an exterior ramp and larger carport for Brian to easily get into and out of a car. The home is safer and more accessible. Thank you to Brian and Shawn for sharing your story with us and to Energy Trust of Oregon for their partnership on this and other home replacements. OHCS has been awarded $13.75 million to help manufactured housing residents stay in their homes at an affordable cost. The two programs this funding will go to are the Manufactured Home Replacement Program (MHRP) and Manufactured Dwelling Park Preservation (MDPP). MHRP provides funds to help residents make significant repairs or replace their manufactured home, and MDPP helps current manufactured parks stay affordable to residents by providing funding for resident co-ops and nonprofits to obtain park ownership when it goes up for sale and keep land rents affordable. Thank you to the U.S. Department of Housing and Urban Development for this award. Oregon was one of 17 states to receive funding through their $225 million HUD PRICE grant.
