Currently, 10 states in the US do not participate in the Unified Carrier Registration (UCR) program. But even if your company's operating state isn't included in the UCR program, that doesn’t mean you're off the hook with filing a UCR. Any company that carries cargo over state or international lines with commercial vehicles needs to file a UCR.
