First Construction Contract Awarded for $1B Invasive Carp Barrier WTTW Public Media - Chicago, IL - 12.4.24 Rock Island District - Mississippi Valley Division By Patty Wetli Construction is finally set to begin on the long-awaited $1.15 billion Brandon Road Interbasin Project — better known as the Great Lakes invasive carp barrier. On Wednesday, the U.S. Army Corps of Engineers, which is overseeing the project, announced it had awarded a $15.5 million contract to Miami Marine Services for site preparation and riverbed rock removal. Brandon Road Lock and Dam — situated in the Des Plaines River near Joliet, roughly 30 miles southwest of Chicago — was identified as the critical pinch point where the carp could be stopped from entering the Great Lakes. The fish have been making their way up the Mississippi into the Illinois River. Fears are that if the carp become established in the Great Lakes, they could outcompete native species, harm the ecosystem and decimate the Great Lakes’ $20 billion fishing and boating industries. The barrier will use a multi-pronged approach, deploying various technologies to deter the invasive fish from moving closer to Lake Michigan. The advocacy organization Alliance for the Great Lakes, which has been pushing for the barrier since the early 2000s, lauded the contract award announcement. “By moving ahead with construction in a timely manner, the Army Corp of Engineers and the states of Illinois and Michigan clearly recognize the threat invasive carp pose to the Great Lakes,” Molly Flanagan, Alliance for the Great Lakes chief operating officer and vice president for programs, said in a statement. “The Alliance appreciates their continued dedication to stopping invasive carp from wreaking havoc on the Great Lakes.” The project’s construction is planned in three increments. In the first phase, following site prep, an air bubble curtain and acoustic deterrents will be installed. Pre-construction engineering and design got underway in December 2020. In July 2024, Illinois signed onto a crucial partnership agreement with the Army Corps and state of Michigan, unlocking $274 million in federal funding needed to jump-start construction.
