Why would brand new utility structures fail? A mile of 138 KV line in West Texas collapsed after a routine thunderstorm—13 structures only a few years old went down in a cascading failure. Why? An engineered solution to save the salmon… Exo’s Grant Leaverton authored an article in T&D World where he recounts a unique environmental challenge facing Snohomish County Public Utility District (SNOPUD) in Washington. The state of Washington wanted to create a new estuary, reclaiming a wetland that was an environmentally important habitat critical to strengthening local salmon populations and other important marine life. The proposed estuary project created 2 major challenges for SNOPUD: (1) The new estuary happened to encompass the right of way for a major double circuit 115kv transmission line serving the region. That meant, eventually the structure’s anchor bolts and base plates would regularly be submerged in tidal flows making it difficult and expensive to maintain or repair. (2) The project had an aggressive timeline. SNOPUD only had one year to address the problem. There were three choices facing SNOPUD: 1️⃣ Relocate the structure to an area outside the flood zones 2️⃣ Build a new access road to cut through the new wetland 3️⃣ Harden and maintain the asset in place There was a lot at stake with an ecological habitat that represents a major part of the culture and history of the region. Last week’s structure test was a success for our client… …one of the largest electric utilities in North America. Exo’s team applied multiple test cases on their lattice tower arm using transverse, longitudinal and vertical loads…Verifying design capacities and desired failure modes to achieve resilient structure behavior.
