𝗠𝗮𝘆𝗼𝗿 𝗝𝗼𝗻𝗲𝘀, 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗚𝗿𝗲𝗲𝗻, 𝗮𝗻𝗱 𝗔𝗹𝗱𝗲𝗿𝘄𝗼𝗺𝗮𝗻 𝗦𝗼𝗻𝗻𝗶𝗲𝗿 𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝗲 𝗧𝗥𝗔𝗡𝗦𝗙𝗢𝗥𝗠 𝗦𝗧𝗟 𝗔𝗰𝘁 𝘁𝗼 𝗗𝗶𝗿𝗲𝗰𝘁 𝗥𝗮𝗺𝘀 𝗙𝘂𝗻𝗱𝘀 Today, Mayor Tishaura O. Jones, President of the Board of Aldermen Megan Green, and Alderwoman Alisha Sonnier (7) introduced the TRANSFORM STL Act. This bill appropriates the Rams Settlement Funds into strengthening the City of St. Louis through major investments in infrastructure, development, and families and children. “From Delmar to Dutchtown to Downtown, every neighborhood deserves to benefit from these settlement funds,” said Mayor Tishaura O. Jones. “This is a once-in-a-generation opportunity that will be used to transform the lives of many generations to come.” The TRANSFORM STL Act will direct money from the Rams Settlement into the following funds: 1. Infrastructure ($100 million) a. Citywide Water Infrastructure Fund - $40 million b. Citywide Mobility Infrastructure Fund - $60 million 2. Development ($100 million) a. Citywide Housing Fund - $70 million b. Citywide Neighborhood Development Fund - $30 million 3. People ($77.2 million) a. Citywide Workforce Fund - $20 million b. A new endowment fund containing two (2) accounts, held and invested by the City Treasurer’s Office i. Account 1: Affordable Child Care - $37.2 million ii. Account 2: Affordable Postsecondary Opportunities - $20 million “This structure gives City departments the dedicated capital needed to secure matching grants and low-interest loan programs,” said President of the Board of Aldermen Megan Green. “And as departments make spending decisions, these funds will continue to grow in interest-bearing accounts—maximizing the settlement’s reach and amplifying its impact.” “The last sixteen months have been focused on building community consensus around how we can strategically and perpetually address some of the issues that impact City residents every day, including how we can attract and retain our City’s workers,” said Alderwoman Alisha Sonnier of the 7th Ward. “We know that our residents want to see our streets and water systems maintained, our children and families supported, and our neighborhoods and small businesses thrive. This legislation helps to ensure that each corner of the City is reached and that all, not some, have an opportunity to be part of St. Louis’ transformation.” Each fund will have an associated board, most containing citizen members, and all with public board meetings. Jones’ signature on Board Bill Number 126 last Friday, the City of St. Louis remains on track to obligate all American Rescue Plan Act (ARPA) funds before the Dec. 31 deadline. This milestone is a testament to the remarkable collaboration between the Mayor’s Office, the Board of Aldermen, and our dedicated department directors and their teams. The City was awarded $498 million in Coronavirus State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan. This federally funded initiative provides crucial relief for renters struggling with past-due payments, helping prevent evictions and housing instability. Here’s what you need to know: 📆 Application Period: Opens December 3 💰 Funding Available: $3.3 million in federal Community Development Block Grant (CDBG) funds 🏠 Who It Helps: Low- to moderate-income St. Louisans at risk of eviction Mayor Tishaura O. Jones emphasized the program's importance: “Keeping people in their homes is vital for our community. For many families, getting evicted will only make a bad situation worse, ultimately hurting that individual, that family, and our community. This assistance makes it easier for St. Louisans to dig themselves out of a challenging situation.” 𝗘𝗹𝗶𝗴𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗥𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀: ✔ One or more individuals in the household are facing a challenge that prevents them from paying their rent on time; ✔ One or more individuals within the household can demonstrate a risk of experiencing housing instability; ✔ Income of 80% and below the Area Median Income (AMI) with priority for households with 50% or less AMI;  ✔ Applicants must be 18+ or an emancipated 15+ adult (with documentation); and ✔ Reside within the city of St. Louis.
