About us

City of Baltimore, Department and Housing & Community Development ("DHCD") works to improve the quality of life for all Baltimore City residents by revitalizing and redeveloping communities and promoting access to quality affordable housing opportunities in safe, livable neighborhoods. DHCD was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With just over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and home buyers. Through the administration of CDBG, HOME, City bond funds, and other creative financing mechanisms, the Department finances, and guides strategic development projects to meet housing and neighborhood needs. To hold property owners accountable and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's housing and building codes. The Department also provides a host of valuable community services and administers a host of programs for residents.

  • 🎉 Celebrating a New Chapter in the Uplands Redevelopment! 🎉 Today, we proudly celebrated the grand opening of Phase II of the Uplands redevelopment in Edmondson Village! This $53.1 million project adds 150 affordable apartments and community amenities to the 63-acre redevelopment. A huge thank you to our partners at Pennrose, KMJ Uplands, B&W Solutions, and the Uplands Community Association for their continued dedication to transforming this area. The new homes feature modern amenities and sustainable design, making this a great place for families at a variety of income levels. Phase II of the redevelopment represents $28 million in infrastructure improvements, including roads, sidewalks, and utilities, this phase is a vital step toward a thriving community. We’re excited to see the continued transformation of this neighborhood and look forward to the next phase of development which includes additional homeownership opportunities. Stay tuned for more!

  • We are thrilled to have hosted our bi-annual Employee Training this week, with over 200 DHCD employees in attendance. The two-day event was a great opportunity to celebrate our accomplishments, foster collaboration across divisions, and discuss our collective vision for 2025. During the event, employees had the chance to ask questions, share feedback, and explore how each divisions plays a role in reducing vacant properties and driving positive change in Baltimore.   • Yesterday, DHCD, in partnership with Mayor Brandon Scott, is proud to announce the award of $2.4 million in Community Catalyst Grants (CCG) to 22 organizations committed to revitalizing Baltimore’s historically disinvested neighborhoods. These grants provide funding to support projects that will reduce vacant properties, repurpose spaces, and create workforce and educational opportunities. By prioritizing equity and community-driven solutions, these grants are an essential tool in building a stronger, more vibrant Baltimore.   • Today DHCD had the honor of attending the groundbreaking ceremony for the Greater Baybrook Alliance (GBA), as they continue their work to revitalize Brooklyn, Brooklyn Park, and Curtis Bay. This milestone, the new office space, will serve as a hub for GBA’s ongoing efforts to reduce vacant properties, improve housing, and enhance neighborhood stability. We are proud to support GBA’s mission with our Community Development Block Grant funding and the Community Catalyst Grants initiative, which provides vital resources to further strengthen and revitalize Baltimore communities. Additionally we want to say congratulations to GBA on their 5th anniversary and for the continued progress ahead.   • 🌟 Recognizing Bil Burgee, a true Baltimore Public Servant! 🌟 Last Friday, DHCD had the honor of unveiling a sign dedicated to Bil Burgee, who played a crucial role in the 800 Block of Harlem Avenue renovation project. Bil was instrumental in widening an alley between Harlem and Edmondson, a task that involved complex land transactions and coordination with multiple agencies and partners. Bil’s dedication to this behind-the-scenes work ensured the success of this neighborhood revitalization. As a testament to his commitment, we are proud to name the alley Bil Burgee Way. Thank you, Bil, for your unwavering dedication to making Baltimore a better place for all. This recognition is well-deserved, and we’re grateful for your years of public service to the city.

  • Earlier today, Mayor Brandon M. Scott and DHCD celebrated the ribbon cutting for the 800 block of Harlem Avenue in the Historic Upton neighborhood. This milestone marks a whole block transformed! Thanks to the incredible collaboration between the Upton Planning Committee, Harrison Development, Parks and People, and the support of the DHCD, 38 vacant homes have been revitalized, creating new housing opportunities and additional green spaces for the community. Congratulations to the new residents and all those who made this vision a reality! We’re excited to see the continued growth and vibrancy in Upton.

Under the leadership of Mayor Brandon M. Scott, DHCD’s initiatives are focused on revitalizing neighborhoods, reducing vacant housing, increasing access to green spaces, and expanding economic opportunities for residents. The tour highlighted significant projects like the Upton Mansion Historic Preservation, Cab Calloway Park, and Harlem Avenue Homes, which are a testament to the progress we’re making revitalizing Baltimore.
