The housing portion of the proposal aims to address the housing crisis by allowing more housing in every neighborhood, sharing the burden citywide without overwhelming any area. It is expected to create 58,000 to 109,000 new housing units by 2039. KEY ASPECTS OF THE PLAN: • Increase zoning allowances for more affordable housing. • Allow up to four stories of apartments above businesses in commercial and transit-rich areas. • Remove parking requirements for new residential projects. • Permit homeowners to add accessory dwelling units (ADUs) like basement and rear apartments. CURRENT STATUS: The proposal underwent public review in summer 2024, with input from community boards, borough presidents, and a public hearing by the City Planning Commission (CPC), which approved it in September.
