“The release of the final 45V rules will allow project developers and investors to better assess credit eligibility and open investment opportunities in the US #hydrogen industry," BCSE President Lisa Jacobson said in a statement today in response to the U.S. Department of the Treasury and Internal Revenue Service (IRS)’s final rules for the Section 45V Credit for Production of Clean Hydrogen. Congratulations to #BCSEMember Pacific Gas and Electric Company on receiving a conditional commitment for a loan guarantee of up to $15 billion from the Loan Programs Office | U.S. Department of Energy (DOE). The loan guarantee for PG&E’s Project Polaris will help expand #hydropower generation and battery storage, upgrade #transmission capacity through reconductoring and grid enhancing technologies (#GETs), and enable virtual power plants (#VPPs) throughout PG&E’s service area. These #infrastructure investments will help PG&E meet forecasted load growth, increase electric reliability, and reduce costs for its consumers across California. “Investments in a clean and resilient grid for northern and central California will have significant returns for our customers in safety, reliability, and economic growth," said Patti Poppe, CEO, PG&E Corporation. "The #COP29 agreement on increased public #climate finance recognizes a clear need for private sector investment and creates space for even greater public-private action," writes Laura Tierney, VP of International Programs, reflecting upon BCSE's participation in the UNFCCC conference. Last month, BCSE led a delegation of nearly 30 US businesses and clean energy trade organizations to COP 29 in Baku, Azerbaijan. As the BCSE coalition shared private sector solutions to address the global challenge of climate change mitigation and adaptation, country negotiators worked to find compromise on difficult financial questions. BCSE's top takeaways include: 1) Upon the COP’s conclusion, countries agreed to mobilize $300 billion of international public climate finance by 2035 – and to identify a pathway toward identifying sources to deliver up to $1.3 trillion. In addition to public finance, governments will need to deploy a mix of policy tools to leverage the true power of private sector investment. 2) Public-private partnerships across industries and borders are crucial to doubling #energyefficiency improvement and tripling #renewableenergy capacity by 2030. Plus, BCSE welcomed two new global goals to increase energy storage deployment to 1500 GW and double grid investment by 2030. 3) The foundation of the #cleanenergy transition is hard-wired into the global economy. Nevertheless, greater ambition and inclusion of transition goals in the next round of national climate plans (#NDCs) is critical to maintain and increase momentum.
