Congratulations to ARMA member Samsung Semiconductor! The U.S. Department of Commerce announced today that Samsung was awarded up to $4.745 billion in direct funding under the CHIPS Incentives Program’s Funding Opportunity for Commercial Fabrication facilities. The CHIPS investment will turn Samsung’s existing presence in Texas into a comprehensive ecosystem for the development and production of leading-edge, current-generation, and mature node logic chips in the United States, including two new leading-edge logic fabs and an R&D fab in Taylor as well as an expansion to the company’s existing Austin facility. Estimated job creation will be 3,500 manufacturing jobs and 12,000 construction jobs upon completion. The funding includes $45 million for workforce development initiatives. Check out this recent article by Justin Sayers in the Austin Business Journal on how suppliers to Samsung and other chip firms are in limbo due to the slow grants process involved in the federal CHIPS Act and a cyclical slump in the industry. According to ARMA CEO Kevin Fincher, "... It is a fabulous investment to bring chip manufacturing to the U.S. shore, but what it does is it creates microsystems of inflation (in materials and labor costs). That has caused those people in the supply chain to have to revisit their capital planning and their decisions on what they're doing. ... Financially they have to figure out how to make it work in this new cost environment." Fincher and others described alternative funding sources, primarily the Texas CHIPS Act, as lifelines. "We have to support those companies and we have to allow them to scale up to the demand that is coming," Fincher said.
