Don't make multiple campaigns instead have multiple ad groups and ads divided between different strategy pillars. Use lesser, more impactful targets/keywords in the campaign to focus only on the important ones. Use ad-scheduling to be live during peak hours.

Se for um negócio pequeno, como um restaurante familiar de bairro por exemplo, eu apostaria em lista de contatos de clientes, enviando fotos de pratos e com uma copy legal sobre aguardar o cliente no horário do almoço e informando que os clientes que fossem visitar teriam uma surpresa. Já se fosse um grande negócio, que geralmente precisa de mais investimento em publicidade, eu faria o que a esquecida Jaguar fez, fazer uma comunicação totalmente fora dos padrões, para viralizar e voltar para o Hype. Com muita cautela, claro!

It depends on how extreme we're talking when it comes to budget constraints. In extreme circumstances, I would direct focus towards zero-party data. It costs next to nothing to reach out to your existing audience via email. From this, I would push marketing campaigns to turn existing customers into affiliates, incentivising them to create UGC such as video testimonials, product demos etc. These video testimonials could then be transformed into "customer story" blog articles which in turn would double down on social proof.
