Through the entitlement process find the one consultant that can get to the truth at city hall. Pro tip - that consultant will only have a relationship with one city. Run from the ones that who cover large areas. Know what you are doing!

We must understand that even in marketing most of the work is done from the planning stage and at this stage very little money is spent from the total budget. For every shekel/penny we spend in the preparation phase, we save ten shekels/penny in the marketing phase because we are focused and goal oriented. Beyond that, even when you start marketing operations, you start gradually but at the same time in several marketing channels, then stop, check what worked more and what less, what worked less, stop the budget and put the entire budget on what did work.
