As the situation states, quality is of high priority as the higher the quality of the deliverables, the more easier it is to proffer fact-based decisions and analysis. In most instances where i have been faced with challenges of limited resources, it is based on the fact that such resources are cost-based and time bound which makes it difficult to produce the needed information within the needed time-frame. However, the adoption of open-source tools, data repositories from government, non-governmental and even private institutions/individuals have yielded a warehouse of important resources which rival paid/commercial data and or resources. While the situation is not always the same, it is important to always think outside the box.
