It's pretty simple. I would follow below framework. The Core: Understanding the core, and the core in this case is the fact that design is subjective. The Purpose: Revisiting the purpose of the Mobile app as a whole (Owner), the target audience, including the purpose of the target audience to use the app. The Background: Understanding the background and current situation about how the team reached this point, trying to understand every minute details about inputs, process, output, approvals etc. The Analysis: Analysing all the above keeping the purpose on the top. Decision: If all above is done correctly then take the decision accordingly may it be pilot testing, A/B testing or going by gut or whatever is possible.
