Everyone loves roundabouts and no speed limits. If you really want to increase flow after that just put in emergency ramps everywhere and make sure the brakes don’t work in the cars. Don’t worry about fiscal responsibility with tax dollars nobody cares anyway and with the insane costs people pay to drive a car they deserve to be able to drive as fast as they want.

The Best way to optimize vehicle flow, is to understand, study and actually live the path you want to improve. By living on the daily basis passing through the path, you will understand better how the road works during mornings, afternoons, nights, rush hours, normal hours, school hours, and with that, you will get familiar to its flaws. Once the flaws are identified, the new challenge is to use all the knowledge and the traffic laws to improve its signalization, traffic light timing can be changed to improve traffic flow as well, another possible approach would be to bring a space in the road for bike drivers and improve public transportations accessibility. All that is viable, but usually, a good traffic signage will improve traffic flow.
