Well planning, coordination, distribution, and supervision. Sometimes will require a bit of micromanagement. An important aspect is collaboration and teamwork. If all in the team understand the limitations and necessities, they all will use the resources appropriately and with a great sense of responsibility. Quality has never be sacrifice, but sometimes, how deep you can go research wise could be affected. Maintaining the basics of the scientific method with a sense of integrity and RCR. Effective communication and respect is also key.

With limited resources, I think that more time span should be allocated to achieve the whole work. In addition, the main project tasks may be splited into smaller steps that can be achieved. using open source software and utilities may be also used to perform the related tasks
