I think it's tricky if you're really passionate about it to whittle down your ideas into what's practical, useful, and realistic - but by using those 3 factors as exclusionary criteria you can critically assess your ideas quickly before you even need to take a detailed view of goals and objectives. If they pass the first round of testing, then by adopting a human centered design mindset you can dive deeper into what you want to achieve and seeing if your idea lines up. I think that by seeing things from the perspective of the user at the outset you can assess not only your VR idea but the project goals and objectives - is what your proposing going to meet the needs of the user should be a prime consideration to avoid disengaging experiences
