1) It means they do not trust in themselves and more telling they do not trust in your leadership and decision-making skills. I would start by encouraging them through leading by example and involving them in some of my critical decision-making processes. Reason being is that if they see that I trust them to help me shape and mold important work task it will give them the confidence to exchange feedback with me and the team. The aim is to build interest and confidence in your team, and they will be more than happy to participate in a positive way. Leadership is the key factor in this scenario.
