As a project engineer on a tight schedule project, first I try to have a good understanding of my team members and their expertise, and use the experiences of all engineering departments to have a good undrestanding of my project by finding the interfaces, time priorities, and long-lead items. I make sure to resolve the weekly issues by breaking them into smaller modules in weekly meetings. I always see no obstacle to outsourcing part of the work to work in parallel and accelerate the project.

External expertise needs can be considered based on their market reputation/history in similar type of project considering delegating/outsourcing some portion. And last but not least align end users ultimate requirement and involve them if needed.
