According to my experiences, the best solution to get rid of downtime is having a plan to make High Availability on any single point of failure, layer or part of the network that is involved in downtime. After making HA you can increase uptime up to %99.

1) First & foremost: protect your network with next-gen technology. 2.) Include redundancy for data paths, switching and L3 operations in all areas: core, distribution, edge. 3.) Monitor & analyze bandwidth consumption in all areas, so you can... 4.) Plan for scalability and prioritize traffic by shaping/throttling accordingly with QoS policies. If these aren't possible, then... 5.) Allocate 35%+ more bandwidth than peak usage in areas susceptible to bottlenecks.
