I would start with showing them recent disruption & reputation damage done in reputable orgs like Starbucks and Deloitte, educate them about data breach risk and regulatory compliance obligation we have toward our employees and customers we cater. Showing them strategy and plan with current capabilities may give them confidence to buy in my proposal.

If sufficient security is not implemented in the environment depending upon the type of threats or vulnerabilties, it may lead to an inadvertent mistakes of sharing of information or system access to those who are not bonafide & will pose operational risk such as non availability of systems or some other resources at some instances. Whic may further lead to losses to an organization. So, implementation of required security measures are a must for smooth operations of an organization.
